Accounting Services Manager (Finance Department) (Finance)
Salary Range: $72,665-$116,991 Pay Grade: 23 FLSA Status: Exempt
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Assists in the preparation of Comprehensive Annual Financial Report (CAFR) and related required reports; serves as liaison between external auditors and County departments relating to revenue reporting and analyses, assists as required in coordinating and scheduling the annual audit for all departments; submits confirmation notices; and researches and resolves problems.
Manages Oracle Accounts Receivable & cash bank management modules accounting operations for the County; ensures adherence to established policies and procedures; ensures all accounting activities comply with local, state and federal regulations and requirements; and develops, maintains, monitors and communicates internal division policies, procedures and standards for the division to identify and correct inefficiencies, deficiencies and problems.
Manages all banking relationships as the County Bank administrator; and ensures adherence to Treasury Policies and Procedures.
Manages and reviews the daily operations of department; ensures all transactions, data entry, document processing and related activities comply with applicable local, state, and federal regulations and with accepted accounting principles; verifies the accuracy of all transactions and data; identifies discrepancies; and initiates and/or implements corrective actions to resolve discrepancies and correct errors.
Reviews and implements internal controls to reduce potential of errors; tests audit trails to identify potential errors; establishes and reviews policies and procedures to ensure compliance with generally accepted accounting principles.
Reconciles and reviews reconciliation of multiple bank accounts and budgets; monitors cash flows; identifies discrepancies and needed corrective actions; prepares journal entries and related documentation; enters changes into accounting system; and performs and manages month-end and year-end processes.
Serves as department computer systems and software expert; coordinates with Information Systems to test and implement special purpose configurations and reports; creates and modifies related general ledger accounts; uploads annual budget appropriations, anticipations and mid-year modifications; and performs fund check maintenance as directed.
Minimum Qualifications:
Bachelor's Degree in Accounting, Finance or related field required; five years of progressively responsible government accounting experience, to include lead or supervisory experience.
Specific License Certification:
Must possess and maintain a valid Georgia driver's license.
