Shift: 7:00am - 11:00amSet Pay Rate: $38.00 per hourEssential Functions:• Implement applicable federal and NISP (National Industrial Security Program) requirements for handling classified information• Responsible for supervising/directing security measures as applied by the NISP Operating Manual (NISPOM) at the facility sites• Responsible for supervising and directing security measures necessary to protect classified information and is the point of contact for the government concerning security matters• Ensure the company is properly protecting classified and national security information• Possess and maintain an active security clearance to the level of access needed by company personnel to execute its government contract• Complete all required Security Officer training through the Defense Security Service (DSS) within one year of appointment and maintain trainings and certification requirements• Direct works with Chimes' DC Facility Security Officer and Assistant Facility Security Officer (AFSO)• Investigate and report possible instances of espionage, counterintelligence, potential loss of classified information to DSS, DSS Counterintelligence, and FBI• Monitor status of all cleared staff to include foreign travel, financial liens, & criminal records• Deliver foreign travel briefings to all cleared personnel who participate in foreign travel• Maintain data on the number of foreign personnel employed by Chimes DC• Prepare access eligibility reports and PPR (Phased Periodic Reinvestigation) reports in the Joint Personnel Adjudication System (JPAS)• Accept and maintain the DD254 for all cleared contracts• Prepare DD254 for cleared sub-contractors; interact with sub-contractors as required (re: security requirements)• Submit Visit Authorization Letters (VALs) or visit requests in JPAS for employees at cleared sites• Perform annual NISP Self-Inspection and provide summary report to corporate leadership• Administer corrective measures to resolve vulnerabilities• Prepare for DSS security inspections and review meetings• Assist with security clearance for Secret, Top Secret, and SCI (Sensitive Compartmented Information) and Polygraph levels• Determine eligibility for all applicants• For SCI level access, interface with ACCS (Army Centralized Contracts and Security). Comply with Army Handbook for SCI contracts• Encompass expert knowledge of JPAS (Joint Personnel Adjudication System), e-FCL (Electronic Facility Clearance), ACCS (Army Centralized Contracts and Security), ISFD (Industrial Security Facility Database), FPCheck (Fingerprint Check), SWFT (Secure Web Fingerprint Transmission), and STEPP (Security Training, Education and Professionalization Portal)• Manage access to JPAS, e-FCL, ACCS, ISFD, SWFT, and STEPP• Develop, maintain and conduct security awareness/education training. Update and deliver mandatory security trainings (initial, refresher, foreign travel, counterintelligence, insider threat, etc.) for all cleared employees• Conduct administrative inquiries for security violations related to cleared personnel• Apply business-minded and risk-managed solutions to DOD security issues and business challenges and communicate observations and recommendations to leadership• Investigate and provide adverse information reports to DSS and Army CSE (Contractor Support Element) as needed• Update documents for DSS representative in e-FCL as required• Monitor eligibility change notifications• Ensure all cleared employees are properly briefed/debriefed (SF312 - Non-Disclosure Agreement) as required by DOD• Perform NISP required role of ITPSO (Insider Threat Program Senior Official) and hold quarterly meetings with ITP Committee. Develop enhancements and monitor actions of the program• Manage security personnel files with assistance from the FSO / AFSC• Demonstrate discretion in all matters related to cleared personnel• Maintain active membership in security councils (i.e. Northeast Maryland Security Council; Industrial Security Awareness Council of Central Maryland) and attend seminars/trainings General Functions:• Prepare and submit all required contract site and Chimes DC paperwork in a timely manner and as requested• Pass and comply with all building and security requirements and procedures• Ensure that all staff members observe security procedures for the building where they work• Attend and participate in in-service training, staff meetings and other activities to facilitate professional development• Work cooperatively and maintain effective communication with customers, supervisors, and staff using judgement and tact• Contribute to a work atmosphere in a manner which is positive, respectful, and courteous• Comply with all Agency policies and procedures and follow contract specifications• Follow instructions• Attend work regularly according to assigned work schedule and in accordance with Chimes DC policy• Comply with dress code and personal hygiene standards Secondary Functions:• Monitor email account for Badging Renewal and distribute to appropriate site(s)• Assumes other duties, responsibilities, and special projects as needed*Duties, responsibilities, and tasks may change at any time with or without notice Physical Abilities Needed to Meet Work Demands:• Ability to stand or walk for long periods of time• Ability to go up and down stairs• Ability to reach above the head, bend, kneel, stoop, and crawl• Ability to lift, carry, and push up to 50 lbs. as needed• Ability to work in dusty spaces or adverse weather conditions• Ability to see details on the floor, above the head, or on surfaces Job Competencies Needed for Success on the Job:• Ability to work independently and collaboratively with others• Ability to maintain confidentiality• Ability to communicate effectively with employees and government staff• Ability to work in a constant state of alertness and with safety always in mind• Ability to supervise and develop others• Ability to make decisions and solve problems• Ability to plan, implement, organize, and prioritize• Ability to be flexible and dedicated to quality and customer service• Ability to manage multiple tasks effectively• Ability to react immediately to emergency situations• Ability to analyze data and recommend corrective action• Ability to read, write, and speak (communicate and relate information) English• Ability to use technology for completion of specified job duties• Ability to manipulate numbers• Ability to maintain and submit reports, logs, and other paperwork in a timely manner• Ability to understand and apply technical written material• Ability to understand and comply with safety procedures and environmental requirements• Ability to complete tasks in a timely manner with numerous interruptions• Ability to attend work regularly and remain on site for scheduled shift• Ability to work a flexible schedule as required• Ability to attend and participate in training and work related meetings• Ability to demonstrate integrity and ethical standards in job performance• Ability to deal with others in a positive, enthusiastic, respectful, and courteous manner• Ability to provide guidance, direction, and technical support• Ability to comply with all building, security, and company policies and procedures Other requirements:• Valid driver's license from state of residence and ability to drive• License must have been valid for at least 3 years• If driving a 15 passenger van, must be at least 25 years old• Acceptable driving record as determined by Agency's insurance carrier and by Chimes DC policies and procedures Education:• Bachelor's Degree Prefered• Top Secret SCI with Polygraph• Knowledge of security software and applications• Proficiency with Microsoft Office Products• High degree of skill in typing and computer utilization• Thorough knowledge of standard English, basic arithmetic, and modern office methods and equipment• Valid CPR/FA certification preferred Experience:• Five years of work experience• One year of directly related security experience• Two years of full-time employment with progressively responsible duties What's in it for you?
