221042.Senior Manager of Security Compliance (Finance)

GENERAL DESCRIPTION 

Under the general direction of the Vice President of Public Safety and Security, the Senior Manager of Security Compliance is responsible for overseeing the strategic management of Security Compliance. This role supervises Security Compliance personnel ensuring seamless coordination across various operational facets. The Senior Manager spearheads essential special projects, oversees compliance matters, and drives various security-related initiatives, fostering collaboration with aircraft operators, foreign air carriers, and airport tenants. This position involves frequent engagement and alignment with personnel from the Transportation Security Administration. 

 

Requires availability for emergency call-in.  

ESSENTIAL FUNCTIONS 

• Responsible for their subordinate employee's welfare and care, individual training in the conduct of their duties and mentoring. 

• Reviews subordinates' work performance conducts open and honest performance check-ins, appraisals, initiates corrective action or discipline as necessary. 

• Ensures subordinates meet authority standards in personal appearance, maintains and accounts for equipment as instructed. 

• Serves as the primary and immediate contact for the Authority's security related activities. 

• Ensures all aspects 49 CFR 1542 and revises the Airport Security Plan to ensure up to date and in line with security directives. 

• Immediately initiates corrective actions for any instance of non-compliance with 49 CFR 1542, its security program, and security directives. 

• Performs regular and unannounced security inspections to ensure compliance with regulations and policies. 

• Investigates security-related incidents. 

• Drafts responses to TSA Letters of Investigations or Action Plans. 

• Responds to emergencies and TSA notifications with regards to the Airport Security Program 24/7. 

• Collaborates daily with tenants, business managers, and various governmental agencies at the county, city, state, and federal levels to ensure effective communication and coordination of services. 

• Oversees critical special projects as assigned, ensuring they align with strategic goals and are completed efficiently and effectively. 

• Ensures compliance with all contractual and regulatory obligations. Conduct periodic audits and implement corrective actions as necessary. 

• Maintains data/documentation in reports, logs, etc., as required. 

• Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS 

• In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster. 

• Complies with all HCAA Policies, Procedures, and Standards. 

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS) 

• Bachelor's Degree in Aviation, Airport Operations, Business Administration, or a related field. 

• Five (5) years of progressive experience in the areas of airport operations, airport security, or similar experience. 

• Three (3) years of supervisory experience. 

• Criminal Justice Information Systems (CJIS) certification within 12 months of hire. 

• Or equivalent combination of education, training, and experience. 

• Must complete Airport Security Coordinator training and designation within 30 days of hire. 

• Must possess a valid Florida Driver License. 

 

PREFERRED QUALIFICATIONS 

• Master's degree in aviation, Airport Operations, Business Administration, or a related field. 

 

KNOWLEDGE, SKILLS, AND ABILITIES 

• Knowledge of a security access control office of medium to large size secured facility. 

• Knowledge of Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations governing airport operations.  

• Knowledge of airport operations, maintenance and other airport-related activities 

• Knowledge of federal, state, and local rules and regulations pertaining to airport operations and security. 

• Knowledge of current cybersecurity trends and best practices.  

• Ability to communicate effectively orally and in writing.   

• Ability to establish and maintain effective working relationships with others within and outside the Authority.   

• Ability to handle restricted, sensitive, and confidential information.   

• Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.   

 

 

COMPENSATION

$120,000-$130,000 annually, based on experience

• Lifting up to 20 Ibs.  

• Occasional bending, stooping, pushing, pulling, dragging & reaching overhead.   

• Continuous typing.  

• Frequent use of car/light truck.
