Vice President & Chief Government Relations Officer (Finance)
The Vice President and Chief Government Relations Officer develops and leads both internal and external strategic state, federal and local government relations initiatives to support the mission and strategic goals of UC Health. The Vice President will lead efforts regarding health policy and will engage and educate elected and government leaders on UC Health's legislative and regulatory priorities. The Vice President will also provide leadership related to identifying and accessing sources of public and grant funding that align with and support UC Health's strategic initiatives. This position partners with Executive and Senior Leadership, Clinical and Faculty Leadership and others to help develop and execute UC Health's public policy agenda and engagement strategy. This position reports to the Senior Vice President and Chief Administrative Officer.
Required: Bachelor's degree
Preferred : Master's degree - MBA, JD or MS (eg. public policy, public administration, health care administration)
11-15 years of senior level professional experience in the field
Knowledge of local, state, and federal legislative and executive processes; public affairs principles and practices; and project management and planning principles and practices.
Government Relations
Lead the UC Health Executive and Senior Leadership Teams in developing and executing its public policy and government relations strategies.
Serve as an advisor to the Chief Executive Officer, Executive Leadership Team and Senior Leadership Team on public policy issues.
Oversee all UC Health public policy activities at the federal, state and local levels.
Represent UC Health on key local, state and national health care organizations and committees.
Lead UC Health's Executive Engagement strategy for elected and governmental officials.
Lead UC Health's Executive Engagement strategy for state boards and commissions.
Lead UC Health's Executive Engagement strategy for national and state membership associations.
Advocate for UC Health's public policy agenda with federal, state and local elected and governmental officials.
Oversee all UC Health public and grant funding initiatives.
Public Policy and Regulatory Analysis and Consultation
In partnership with identified subject matter experts, conduct and coordinate analysis of legislative and regulatory issues that impact UC Health and devise advocacy strategy.
Coordinate internally and across departments to advance UC Health's policy agenda. Build external coalitions when appropriate and necessary.
Lead system wide advocacy communication.
Prepare appropriate written and verbal materials to explain the mission, programs, and needs of UC Health to various appropriate organizations and individuals.
Prepare data, draft legislation/regulatory text, arrange testimony to demonstrate and support need for specific legislation or initiatives.
Keep abreast of announcements and actions of public interest organizations and their possible effects on UC Health.
UC Health Infrastructure and Support
Serve as member of Senior Leadership Team working to advance shared agenda and operational goals for UC Health.
Partner with Executive and Senior Leaders to identify and secure public funding support for identified short- and long-term capital and service line investments.
Collaborate with the UC government relations team on matters of mutual interest.
Develop and implement goals, objectives, policies, procedures and work standards for the Government Relations team.
Plan, organize, administer, review and evaluate the activities of staff.
Direct the selection of staff and provides for their training and professional development.
Develop content and presentations for UC Health Board of Director meetings, senior leadership meetings and other updates.
Present key initiatives to members of the board and the public.
Assist senior executives, board members, and third-party stakeholders on delivery of messages.
