SME Operations Planner (Finance)
Subject Matter Expert Operational Planner
Responsible for creating lessons plans, include faculty-facing guides, student-facing syllabi, and slides, for specific lessons as assigned by course faculty. Topics covered could include maritime security operations, threats to maritime security, models of maritime governance, naval planning, and international maritime law. The contractor would also assist in the design, development, and execution of tabletop exercises focused on maritime security scenarios. Focus areas for the tabletops include port and vessel security, marine environmental pollution, maritime terrorism, and similar topics. This is a one-year position.
Experience teaching the fundamentals of maritime security, maritime law, or maritime governance is a plus. Candidate must possess strong communication skills and will be working closely with other departments throughout the Naval War College as well as U.S. Navy Fleet Headquarters and U.N., allied, and coalition staffs. Experience working with diverse international audiences is required. Must appreciate the importance of diplomacy, security cooperation, and building partnerships for the U.S. strategic plan.
Ideal candidate is a retired military officer (05/6) with master's degree and recent planning experience, in a leadership role, on an Operational Staff- with formal planning education in an Advanced Military Studies Program (SAMS, SAW, JAWS, MAWS). Strongly desire Intermediate Level or Senior Level professional military education- and/or education at a command and staff college. Experience/education in the Joint Information Operations Planning Course (JIOPC), Joint Air Operations Planning Course (JAOPC), or Maritime Staff Officers Course (MSOC) would be a plus.
